Unauthenticated secret theft via misclassified pipeline resource triggers

Improper access control in Microsoft Azure DevOps Server 2020 and 2022 allows remote attackers to steal pipeline secrets. A pipeline resource trigger launched from a forked pull-request build is misclassified as an internal build, so attacker-edited pipeline code runs with secrets and elevated workflow permissions. Exploitation requires a public GitHub repository that builds forked pull requests with pipeline triggers enabled; no maintainer action is required.
