Authenticated database connection testing via permissive API

Incorrect authorization in Apache Superset 2.1.0 and earlier allows remote authenticated users to test database connections. The validate_parameters and test_connection REST endpoints require only can_read on Database, a permission available to Gamma users, instead of can_write. A Gamma account is required, and the resulting access is confined to the two server-side database connection-testing operations.
