Uncontrolled resource consumption in Neutron on Red Hat OpenStack Platform 13 and 16.2 allows remote authenticated users to interrupt service. A security-group list request naming a nonexistent project makes Neutron create a default security group for that identifier without charging it to the caller's quota. Any authenticated tenant able to repeat the API request can accumulate unconstrained database resources until Neutron availability degrades.

What happened
