Remote code execution via unfiltered Filedata upload

Unrestricted file upload in Mountain Flood Disaster Prevention Monitoring and Early Warning System 20230706 allows remote attackers to execute code. The UpLoadFloodPlanFile handler accepts a multipart Filedata value without filtering its filename or type and saves it under a web-accessible UploadFile path. A remote request can therefore place an executable ASPX web shell on the server and use it for persistent code execution without user interaction.
