Unrestricted upload in Mountain Flood Disaster Prevention Monitoring and Early Warning System 20230704 allows remote attackers to upload web shells. The Duty module's /Duty/AjaxHandle/UploadHandler.ashx endpoint accepts a multipart Filedata filename and ASPX content without restricting dangerous file types. No authentication is required, and a successful upload places attacker-controlled server-side code where the web server can execute it.
