Unauthorized administrator creation via missing Referer validation

Cross-site request forgery in ZZCMS 2023 and earlier allows remote attackers to create administrator accounts through adminlist.php. The add function accepts a cross-site POST request containing the new account's group, username, and password because it does not check the Referer header. Exploitation requires an authenticated administrator to submit the forged form, after which the attacker-controlled account receives elevated access.
