Account takeover via unchecked UserID parameter

Broken access control in IceCMS 2.0.1 allows remote authenticated users to modify arbitrary user accounts through the UserID parameter. The api/User/ChangeUser endpoint accepts a self token but updates the account named by UserID without checking that the token owner controls that account. Any valid account can therefore alter another user's information and assume that account's identity, exposing information available to the victim account.
