Privilege escalation via unchecked user creation

Improper access control in SourceCodester Best Fee Management System 1.0 allows remote authenticated users to create administrator accounts. The save_user function in admin_class.php inserts posted user fields into the users table without checking the caller's administrative role or restricting the submitted account type. A low-privileged account with access to the Add User handler can gain administrative access to application data and functions.
