Proxy crash via stale listener scope reference

Use-after-free in Envoy before 1.27.0 allows remote authenticated users controlling an LDS upstream to crash the proxy. The cached gRPC access logger retains a drained listener's global statistics scope after an LDS update and dereferences it when the next request is logged. Exploitation requires a configured gRPC access logger and control of the LDS upstream; the resulting process crash rejects proxied requests.
