Arbitrary file write via percent-decoding path traversal

Path traversal in Pandoc 1.13 through 3.1.3 allows local users to create or overwrite arbitrary files via a crafted image element. Media extraction derives an extension from the still-percent-encoded resource, then filesystem decoding turns encoded separators into traversal outside the target directory. Exploitation requires untrusted input to be processed for PDF output or with --extract-media, and writes with the Pandoc process's privileges.
