Unauthenticated command execution via forged file-manager cookie

Authentication bypass in CloudPanel 2 before 2.3.1 allows remote attackers to access its file manager without valid credentials. The file-manager endpoint accepts an encrypted, serialized clp-fm cookie forged with a default secret key and treats its embedded user value as authenticated. Unauthenticated network access to the management interface is enough to create and edit a web-accessible PHP file, enabling arbitrary command execution under the service account.
