Lua code execution via untrusted external rules

Code injection in OISF Suricata before 6.0.13 allows remote attackers controlling an external rule source to execute Lua code. DetectLuaSetup parsed and loaded Lua rule scripts without first requiring the security.lua.allow-rules configuration setting. Reachability requires control of a rule source consumed by Suricata; successful code runs in the sensor's Lua execution context.
