TLS validation disruption via world-writable certificate bundle

Improper certificate validation in Anaconda Distribution 2023.03-1-Linux allows local users to disrupt pip TLS validation. The Linux installer ignores umask and leaves pip's cacert.pem world-writable, allowing unprivileged accounts to alter the trusted certificate bundle. Exploitation requires local filesystem access to the installation, and tampering can interrupt pip package retrieval by causing TLS certificate checks to fail.
