Unauthorized team creation via unchecked scheme ID

Authorization bypass in Mattermost 7.8.0 through 7.8.4 and 7.10.0 through 7.10.2 allows remote authenticated users to create scheme-bound teams. The POST /api/v4/teams handler accepts a caller-supplied scheme_id and passes it into team creation without checking the system-console permission required to assign a team override scheme. Exploitation requires a valid account and knowledge of a Team Override Scheme ID; success creates a new team governed by that scheme but does not alter an existing team.
