Authenticated SSRF via unrestricted AsyncDownloader destinations

Server-side request forgery in DevExpress before 23.1.3 allows remote authenticated users to make server-side requests to arbitrary URLs. AsyncDownloader passes a supplied resource URL to its HTTP client while the default AsyncDownloadPolicy leaves web destinations unrestricted. Low-privileged access and no user interaction are required; the request can reach services unavailable to the caller and cause limited state changes.
