Local credential disclosure via process arguments

Credential exposure in rabbitmq-c 0.13.0 and earlier allows local users to read AMQP credentials from client process arguments. The amqp-publish and amqp-consume tools accept usernames and passwords through --password or --url and leave those values in the process argument vector. Exploitation requires a local low-privileged account able to enumerate another user's processes, exposing only credentials supplied through these command-line options.
