Local file disclosure via malformed UTF-16 binding

SQL injection in Android 11, 12, 12L, and 13 allows local users to read files belonging to other applications through MediaProvider. DatabaseUtils.bindSelection quoted selection arguments after duplicating apostrophes but accepted unmatched UTF-16 surrogates, letting malformed text escape the intended SQL value. A locally installed app with low privileges can exploit the flaw without user interaction; the disclosed impact is limited to cross-application file reads.
