Cross-user image disclosure via unvisited wearable action URIs

Information disclosure in Android 11, 12, 12L, and 13 allows local users to view images belonging to another device user. Notification.visitUris omits URI traversal for actions stored in WearableExtender extras, so the notification service fails to validate their image URIs against the posting user. An installed app with no additional execution privileges can trigger the cross-user read without user interaction, exposing image content but not enabling modification or service interruption.
