Local privilege escalation via unchecked contact URI

Local privilege escalation in Android 11, 12, 12L, and 13 allows local users to import contacts belonging to another user. Telephony settings activities accept a GET_CONTENT result URI from any app and use the service's cross-user permission without verifying that the URI belongs to the current user. A local app can exploit the privileged service without user interaction, cross an Android user boundary, and access another user's contact data.
