Administrator account creation via unvalidated cross-origin request

CSRF in Issabel PBX 4.0.0-6 allows remote attackers to create an administrator account through a victim administrator's session. The user-management endpoint accepts a cross-origin POST to create a user without validating an anti-CSRF token, Origin, or Referer. Exploitation requires an authenticated administrator to visit attacker-controlled content, after which the new account grants persistent administrative access.
