Kiosk escape via incomplete file-dialog blacklist

Sandbox escape in KioWare for Windows 8.33 and earlier allows local users to open an unprivileged command prompt. The KioWare Kiosk Browser dialog blacklist does not block showDirectoryPicker(), so its file picker exposes a path to launch the command prompt. A user with access to a locked-down Windows 10 kiosk session and JavaScript execution in the kiosk browser can run commands with that user's privileges.
