Indefinite service interruption via oversized firmware upload

Resource exhaustion in SEL-451 firmware allows remote authenticated users to disable the relay through an oversized HTTP firmware upload. The authenticated firmware-update handler accepts uploads of several gigabytes without the size restriction applied to FTP and disables the device when an upload starts. Privileged web access is required; while the upload remains in progress, physical buttons, output updates, and most network functionality remain unavailable.
