Guest-triggered management outage via negative quota assertion

Denial of service in Xen C Xenstored 4.17 and earlier allows guest OS users to crash xenstored via a crafted transaction. During commit, quota accounting can become temporarily negative after an out-of-transaction node removal, but the quota check asserts that it cannot be negative. A malicious guest with transaction access can halt further domain administration when C Xenstored uses the default assertion-enabled build.
