Application crash via undersized TIFF tile buffer

Heap-based buffer overflow in ImageMagick 7.1.1 and earlier allows local users to crash the application through a crafted TIFF file. In ReadTIFFImage in coders/tiff.c, the tile-buffer extent omits storage for an additional decoded row, so TIFF processing writes past the heap allocation. The victim must open the crafted file, and successful exploitation interrupts only the processing application by crashing it.
