Cross-namespace access via unchecked ReferenceGrant namespace

Information disclosure in Cilium before 1.13.4 allows remote authenticated users to access cross-namespace secrets and services. Gateway API ReferenceGrant processing fails to verify the grant object's namespace before admitting cross-namespace references. The attacker needs permission to create ReferenceGrant resources in an affected cluster, and Gateway API must be enabled; it is disabled by default.
