Authentication bypass in JetBrains TeamCity before 2023.05 allows remote authenticated users to perform sensitive account actions without 2FA. JetBrains has not published which account-action handlers omit the second-factor check or which operations they accept. A valid account with 2FA enabled is required; the flaw bypasses only the second factor and permits unauthorized sensitive account actions.
