Improper authorization in JetBrains TeamCity before 2023.05 allows remote authenticated users to edit build configuration settings via REST. The REST API's build-configuration update path applies requested setting changes without enforcing the permissions required by the web interface. A valid low-privileged account and network access to the server are required; successful use changes CI/CD configuration data but does not directly disclose data or interrupt the service.
