Authenticated workflow alteration via missing role checks

Improper authorization in Apache InLong 1.4.0 through 1.7.0 allows remote authenticated users to modify or delete workflow approvers. The WorkflowApproverController exposes save, update, and delete endpoints without the ADMIN role annotations that the fix adds to those methods. Any general account with Manager API access can alter approval workflow data reserved for administrators, affecting integrity without disclosing data or interrupting service.
