Unauthenticated import-error disclosure via missing ownership check

Information disclosure in GitLab 16.0 through 16.0.5 and 16.1.0 allows remote attackers to read GitHub import error details. The Import::GithubController#failures action selects an imported project by an attacker-supplied project_id without restricting the lookup to the project's creator, then serializes its import failures. No authentication is required, but the target project must have been imported from GitHub; exposure is limited to its recorded import-error information.
