Authenticated file overwrite via unrestricted export path

Improper access control in Orthanc before 1.12.0 allows remote authenticated users with API access to overwrite arbitrary filesystem files. The /instances/{id}/export route passes the request-body target path to filesystem output without restricting the destination or disabling the operation. Code execution requires a deployment where the Orthanc process can overwrite its configuration and subsequently load the altered settings.
