Unauthenticated administrative control via QR CAPTCHA bypass

Incorrect access control in BESDER VideoPlayTool 2.0.1.0 allows remote attackers to execute administrative commands on IP cameras via requests. The resetpwd.cgi endpoint accepts an encrypted administrative payload with a User=admin cookie after the QR CAPTCHA flow is bypassed, without establishing the caller's identity. Network access to a camera with QR CAPTCHA enabled is sufficient to reset passwords, create an administrator, alter alarms, delete recordings, or view streams.
