Unauthenticated OTP generation via public endpoints

Improper access control in ebankIT 6 allows remote attackers to generate OTP messages for unregistered email addresses or phone numbers. The public /public/token/Email/generate and /public/token/SMS/generate handlers accept an arbitrary destination without validating it before initiating OTP delivery. The endpoints require no authentication, and registered destinations are excluded; the bounded effect is unauthorized OTP delivery to other destinations.
