Chat message disclosure via stale channel cache

Incorrect destination handling in tgstation-server 4.0.0 through 5.12.1 allows attackers to read chat messages sent after reattach. Asynchronous Discord channel loading can reshuffle ChatManager IDs, while DMAPI retains cached channel mappings across a TGS detach and reattach. Exposure requires an enabled chat bot, sensitive configured channels, and an operator-triggered TGS restart with an active watchdog.
