Unauthenticated account creation via unchecked user handler

Improper access control in C-DATA Web Management System 20230607 and earlier allows remote attackers to create arbitrary user accounts. The user-creation handler accepts unauthenticated POST values for user, level, and newpassword and creates the supplied account without a session cookie. Network access to the web interface is sufficient, and the new account provides persistent access at the attacker-selected level.
