CSI plugin disclosure via search API authorization bypass

Information disclosure in HashiCorp Nomad and Nomad Enterprise allows remote attackers to enumerate configured CSI plugin names. The /v1/search endpoint fails to enforce plugin:read authorization for plugin searches and returns configured plugin identifiers. An unauthenticated request, or a token lacking plugin:read, is sufficient; disclosure is limited to CSI plugin names.
