Job-watch removal via unrestricted stop-watching endpoint

Cross-site request forgery in Jenkins Email Extension Plugin 2.96 and earlier allows remote attackers to stop another user's job watch. The EmailExtWatchAction.doStopWatching endpoint accepts state-changing requests without enforcing POST, so cross-site requests invoke stopWatching() in the victim's session. A logged-in user must interact with attacker-controlled content, and the resulting change only disables that user's notifications for an attacker-chosen job.
