File-existence disclosure via unchecked template validation

Missing authorization in Jenkins Email Extension Plugin 2.96 and earlier allows remote authenticated users to disclose file existence. The doTemplateFileCheck method tests an attacker-supplied template name against controller files without first enforcing Jenkins.MANAGE or Item.CONFIGURE permission. Overall/Read access is sufficient, and disclosure is limited to whether files exist under JENKINS_HOME/email-templates.
