Credential hash disclosure via conf-user-seed authorization failure

Improper authorization in Splunk Web for Splunk Enterprise and Splunk Cloud Platform allows remote authenticated users to read credential hashes. The rest SPL command lets the user role query conf-user-seed without the required authorization, returning the initial username and password hash. Affected releases are Splunk Enterprise 8.1.0 through 8.1.13, 8.2.0 through 8.2.10, and 9.0.0 through 9.0.4, plus Splunk Cloud Platform 9.0.2303 and earlier; exposure has no impact after the initial administrator password is changed.
