Logged-in user action via newline-smuggled JavaScript URL

Reflected XSS in Decidim 0.25.0 through 0.26.6 and 0.27.0 through 0.27.2 allows remote attackers to act as logged-in users. LinksController applies Ruby multiline line anchors to the external_url GET parameter, so an encoded newline lets a JavaScript URL pass validation and reach link_to. Execution requires a logged-in user to open the crafted link and click Proceed; the script can read the page's CSRF token and submit endorsements or votes in that user's session.
