Deactivated-user login via missing account-state checks

Improper authentication in Matrix.org Synapse before 1.85.0 allows remote authenticated users to log in after account deactivation. The org.matrix.login.jwt handler and local password authentication path failed to reject the stored deactivated state before completing login. Exposure requires JWT login, or an administrator setting a new local password after deactivation; SSO-only and external-provider deployments are unaffected.
