Arbitrary file creation via unvalidated certificate upload

Unrestricted file upload in Trend Micro Mobile Security for Enterprise 9.8 SP5 allows remote authenticated users to create arbitrary files. The web/widgetforsecurity set_certificates_config action fails to validate user-supplied upload data before writing it as a file. Low-privileged code execution is required; chaining the upload with other flaws enables code execution as IUSR.
