Unrestricted file upload in Trend Micro Mobile Security for Enterprise 9.8 SP5 allows remote authenticated users to create arbitrary files. The web/widget set_certificates_config action writes user-supplied upload data without properly validating it. Low-privileged code execution on the server is required, and the uploaded file can be chained with other flaws for code execution as IUSR.
