File disclosure and modification via permissive netlog modes

Incorrect default permissions in Dell PowerScale OneFS 9.5.0.0 through 9.5.0.3 allow local users to read or modify netlog files. The /ifs/netlog tree and bundled .bz2 files are shipped with ownership and modes that grant low-privileged accounts access beyond intended limits. A low-privileged local account is required; exposure is limited to files under /ifs/netlog, with no reported service interruption.
