Missing authorization in FOSSBilling before 0.5.0 allows remote authenticated users to download files tied to inactive orders. The Servicedownloadable client API's send_file method checks the service type but fails to require the associated order's status to be active. A client account and an order for a downloadable service are required; successful exploitation discloses a file before the order is activated.
