Persistent cluster-admin access via orphaned role bindings

Improper permission preservation in SUSE Rancher Manager allows remote authenticated users to retain administrative cluster access. Deleting a custom administrative GlobalRole or its binding leaves the generated cluster-admin ClusterRoleBinding on every cluster instead of removing it. Exploitation requires prior assignment to a custom role with wildcard resource or non-resource URL rules, and the stale binding preserves cluster-admin privileges after an administrator revokes that role.
