Privilege escalation via omitted external RoleTemplate rules

Improper privilege management in SUSE Rancher 2.7.0 through 2.7.13 and 2.8.0 through 2.8.4 allows remote authenticated users to escalate privileges. The webhook rule resolver ignores backing ClusterRole rules for external RoleTemplate objects whose context is project or empty, so privilege checks use an incomplete rule set. Exploitation requires high-privilege authenticated access and an affected external RoleTemplate configuration; successful abuse grants unauthorized Rancher privileges.
