Race condition in user management in AVENDIS openITCOCKPIT before 4.6.5 allows remote authenticated users to create duplicate accounts. The users table lacked a unique email index, so concurrent create requests could commit records sharing an email address. The requester must be logged in and authorized for user management; the demonstrated consequence is account-data integrity loss.
