Supply-chain activity masking via local configuration injection

Configuration injection in in-toto 1.4.0 and earlier allows local users to hide supply-chain step activity using a crafted .in_totorc file. The command-line tools load .in_totorc from the current working directory and apply attacker-supplied ARTIFACT_EXCLUDE_PATTERNS when recording materials and products. The attacker must control a step's inputs and place the file in its working directory; matching artifacts are then omitted from signed link metadata.
