Service interruption via bulk-import regex backtracking

Regular-expression DoS in GitLab 15.11 through 16.1.4, 16.2 through 16.2.4, and 16.3.0 allows remote authenticated users to interrupt service. The bulk_import_destination_namespace_path_regex validator applies nested quantifiers to destination_namespace, causing catastrophic backtracking on long alphanumeric input ending in a nonalphanumeric character. Exploitation requires an authenticated account and direct-transfer imports to be enabled; repeated requests consume Puma worker CPU and delay the entire web service.
