Admin account creation via unsanitized URL fragment

DOM-based XSS in Optimizely CMS UI before 12.16.0 allows attackers to execute JavaScript through a crafted admin-panel URL. In widgets.js, a failed content fetch copies attacker-controlled URL-fragment text into an error element's innerHTML without validation or sanitization. Exploitation requires a signed-in CMS user to open the crafted link; the demonstrated payload can create an attacker-controlled administrator account.
